ICRISAT through its Research Program (RP) on Markets, Institutions and Policies (MIP) is the lead project executing agency in collaboration with its partners, the National Centre for Agricultural Economics and Policy Research (NCAP, India) and the International Rice Research Institute (IRRI, Philippines). While ICRISAT and NCAP have roped in their National Agricultural Research System (NARS) partners into the project, IRRI banks on the Centre for Policy Dialogue (CPD) and Socioconsult, an NGO in Bangladesh to implement the project. ICRISAT's domain in the project is SAT India, while NCAP’s target domain is the humid tropics of East India and that of IRRI the humid tropics of Bangladesh.

The project is headed by a Project Director, Dr MCS Bantilan, Program Director, RP-MIP, ICRISAT, and Project Leaders for different objectives -- Dr Uttam Kumar Deb, Principal Scientist and Project Manager, RP-MIP, ICRISAT; Surjit Vikraman, Scientist (Economics) and Meso Data Coordinator, RP-MIP, ICRISAT; Dr Ranjit Kumar, Principal Scientist and Project Coordinator East India Component, RP-MIP, ICRISAT, and Dr Samarendu Mohanty, Head and Senior Economist, Social Sciences Division, IRRI for Objective 1 for SAT India, East India and Bangladesh respectively;
